adesso AG supports the German Federal Bureau of Statistics’ census 2011 IT project
Two-year framework agreement on the development of IT components for the nationwide registry-based population, building and housing census
Dortmund, 07 July 2010 – adesso AG is taking on the development of certain IT components as part of the EU-wide census 2011. With the registry supported population census, a new method will be introduced where mainly existing administrative registries will be used to collect the data. The realisation and implementation of the new method as well as the data consolidation that comes with it require comprehensive and reliable IT support. adesso won the tender for a subproject for developing the address and building registry as well as designing the registration and purchase data registry. As part of a framework agreement, adesso will take on the implementation and maintenance of the software components involved in the subproject for the next two years.
With assistance from SQS Software Quality Systems AG, adesso AG will support the German Federal Bureau of Statistics’ subproject by developing the IT concept for the 2011 census. adesso finalised a framework agreement with the Federal Bureau of Statistics covering a term of at least two years as well as the purchase of at least 1,300 person-days.
For conducting the registry-supported census, all administrative registries are being used, such as the registration registry for municipalities and the registry for the Federal Employment Agency. The Federal Bureau of Statistics is responsible for the design, development and operation of the subsystem addresses and building registry, registration and purchase registry and the metadata system. In the first phase of the IT project, things got underway with the realisation of the initial functions of the address and building registry. Building on this, adesso will support the development of this work as well as the design and development of the registration and purchase data registry as well as for the metadata system in the second phase of the project.
The Federal Bureau of Statistics will award individual contracts to adesso during the project. These include preparing and developing specifications as well as implementation and documentation in various technical fields. “In an effort to cover the entire range of the project’s requirements, we have assembled a team of experts with a profound knowledge in the respective field for every subproject,” explains Dr. Rüdiger Striemer, member of the Executive Board and responsible for software development at adesso. “The results of the 2011 census will be closely followed by economic and policy decision-makers. Based on our experience in complex projects and our expertise in development, we create the best conditions for securing the project’s success as well as for the collaboration with the Federal Bureau of Statistics and the other companies involved.”
About the 2011 census
According to an EU decree, all EU member states are required to prepare new census data by means of a determined list of characteristics in 2011. In Germany, the 2011 census law was passed in 2009, which included the characteristics to be collected. The registry-supported data collection will be supplemented by a representative sample of approx. 10% of the population and a written survey distributed to residential property owners and homeowners. The method should provide reliable results and substantially save on costs. In addition, a major portion of the population will be relieved of the need to provide any information.
The 2011 census is being done to determine the current population and property figures. The update of the current figures is based on the last census from 1987 (1981 in the former East Germany). With the social upheavals of the past decades, these figures are no longer meaningful. Since exact population figures provide insightful information on demographic and socio-economic structures of society, a new census is required. Reliable planning, e.g. for public facilities such as schools and hospitals or to adjust the social welfare systems to demographic changes as well as determining a financial balance between the states, can only be achieved on the basis of reliable data.
